Alcatel OXE incidents needed

It would be a good improvement to have some incidents in OXE related with rainbow agent. So the administrators can monitor if Rainbow is having problems like:
·       Lost of connection to servers.
·       Rainbow stopped.
·       Rainbow started.
·       Other internal issues of Rainbow.
