Picture tag sent is not displayed at random instances...

The picture tag sent is not displayed at random instances. We have a group bubble for the team. 

this occurs at random instances. We are able to download the pic but could not see the tag. 

All the users in the group are using same version of Rainbow client and same operating systems. 
ndom scenarios, the picture tag we are sending is not displayed in the bubble.
