turn off notification enabled But still receiving notifications

Hoi,

One of our co-workers complains that when he activate the " turn off notification" on a bubble 

still reciveid popups from that bubble.

I have check his application if it really was turn off.

someone any idea what's the issue is.

  Update:

  the notifications will popup when other people use @(name) , why will everyone get a popup and noth only the user with that (name)
