The "Send Message" option is only available when the caller's number is known to Rainbow. The association of the caller's number and a Rainbow account is indeed necessary to send an instant message.

Note: The caller's name appears on the notification if the incoming number is linked to a Rainbow account, if the number is recognized by the PBX or if the number is entered in an LDAP directory in the Cloud.
