When the Bubble highlight a user @XXXXXXX feature is used, send an email to the highlighted person

When you highlight a person in a bubble using @xxxxxxx My suggestion is that an email is sent to the corresponding person so they are aware they have been highlighted. This can be switched on or off

  We plan to add a specific Rainbow notification so that people can be alerted to the @### highlight. It will be available by the end of this year.
