Add the Ability to Invite Other Members While the Admin Invitation is Pending

There has been some confusion from Resellers on the ability to invite members to join a company when the administrator has not accepted their invitation. 

One of our Resellers created a customer company, and invited someone to become the administrator.  They also wanted to invite other users to join the company as well, but they do not have the option to invite anyone else until the administrator has accepted their invitation. 

While the invitation for the administrator is in a pending status the "Invite" button is not available on the Members tab to invite anyone else.  Instead, there is a "Define Administrator" option.  The reason this is confusing is because an invitation has already been sent to someone to become the administrator, they just haven't accepted the invitation yet. 

The import feature is not the best option for a company who only has a small number of users to invite. It would be beneficial to have the option to use the "Invite" button to add additional members while the administrator invitation is pending.
