add a new param (callbynumber) to makeMediaPillarCall on Module TelephonyMgr for Mobile User

Hi,

My customer need new feature that make a call using dialpad for their smart office employees. They doesn't have office phone on the desk. I think that the simple way is a "Add a new param to makeMediaPillarCall on Module TelephonyMgr to Android SDK" and IOS SDK, too.

please, check below a suggestion.

param : calledNumber , type : number , Description : to call
