Unable to import .csv file to edit users in bulk - SyntaxError: Unexpected token < in JSON at position 0

On attempting to import the file I get the following error:

Errors in the CSV file structure prevented the import. An error 400510 occurred (SyntaxError: Unexpected token < in JSON at position 0) (SyntaxError: Unexpected token < in JSON at position 0)

I've attempted this with several browers, the Windows desktop app, using the default file you download from the Member Admin area, all with the same result.

Hoping someone else knows what's gone wrong and how to work around it.
