What is the procedure for having the "app_admin" role in order to create applications in the sandbox environment?

  In order to get the app_admin role under Sandbox enviroment, you have to follow the documentation: https://hub.openrainbow.com/#/documentation/doc/hub/developer-sandboxed-platform at chapter "Regitering your Sandbox developer account".
