iOS App Call not received when app is not running state

Hi,

Call received when it's foreground and in background but not received call when it's in running state.
I am using production version.
Will i have to send pushkit(PKPushCredentials) token to rainbow?
I created VOIP .pem file followed in rainbow api hub.

iOS Version : 13.1
Swift : 4.2
Rainbow : 1.66
