Specific dialing rule in germany ?

Hello the Rainbow community

In Germany the Rainbow user can dial:

0521 92409 888 ( full number)

92409 888 (short local number )

Tested on customer's for the second case apparently a 0 is added by Rainbow automatically in front of the number.

Is this a phone-library rule specific to Germany? I cannot reproduce with my lab in France (no 0 is added). Is there a list of phone libraries by country?

  as discussed together, this can be fixed applying some dialing rules.
