Dial out access(9 in the UK) for sets. Why?

Hi

why do sets have to use a code to dial out but apps dont. This is very poor when explaining to a customer. eg a set dial 90149471222 and the app 0149471222 ?

why is this and why not change it like every other hosted system?

can you let me know so i can exlplain to our confused customers please
